Your post just reminded me of F3's stealth armor. Sorry Loverevolutionary, I'm not trying to argue my method over yours. The reason for sneaking is to gain an advantage other your opponent, not trying to get as close as you can and then have them see you.
Though back to chameleon, having the extra bonus when not moving is huge, especially when you're not a high enough level to have 4 points in sneak. You don't even really need perks in sneak to do this, even one helps. Then by the time they make it to where you were you've already set up at your next point (maybe even dropping mines in front of your 1st position).
take 4 or 5 quick shots then move (2 or 3 seconds apart, enough time to aim after loading the next shot), if you're far enough away you can even sprint and they wont see you. Well yeah I move, that's kind of how sniping without cover fire works. When I am using chameleon armor, I can snipe with impunity. Let me ask you, when you find a good sniping position, do you move from it? Because I am usually completely still while sniping.
